These are great suggestions Todd.  I have a couple that I would like to add to your list. 
1. Create an Idea Box
Something that my department has done for the past 6 months or so has been to create an Idea Box to capture new ideas that come to us throughout the day at work.  Whenever any of us think of something that could innovate the product, improve efficiency, increase productivity or even a fun idea to boost team morale we write it down and literally walk over to the cardboard idea box sitting in the office and we drop it in.  Great ideas come to us all the time the problem however is that the timing may not always be perfect for ideas to come to fruition.  For example, a great idea could come to me today, but we may not have the right resources or talent to execute them until 6 months from now.  It has proven very successful for our team.

2. Encourage learning & knowledge sharing
Once a week our department meets and we started something new last month at our weekly meetings.  We conclude the last 5-10 minutes by going around the room and each employee shares the most interesting thing they learned that week.  It is sort of like a live twitter update or blog post! Not only are we all thinking and learning, but it is also a fun part of the meeting that we all look forward to!

Great morale boosting suggestions to really rally the troops to work together to get out of the rut of being slow and not straying further into the clients have no money mode.

Clients only want to pull the trigger if they know it will work and they will get a measurable ROI forgetting the best time to gain awareness and be in the game is when no-one else is.
